Caucus Statement on the Passage of the HALT Solitary Confinement Act

Albany, NY (March 18, 2021) - Today, the legislature acted to end solitary confinement in New York State by passing the HALT Solitary Confinement Act, a priority the Caucus has long-championed.

It has been well documented that the use of isolation is devastating, particularly for those suffering from severe mental illness. By passing this legislation, New York State will focus on providing resources for mental health care, and will step in the direction towards a justice system that is truly rehabilitative rather than punitive.
